Commands for Maintaining the Track and Trace Update Server

• Delete rows older than a month old -- will delete all crash report rows that are older than a month old. This will allow the garbage collect to delete crash reports not referenced by the database.
• Garbage collect crash reports -- will delete all crash report folders or zip files that are not referenced by a crash report (via the crash_reports table, zip_path or folder_path columns).
